外交部就“間諜論”和美“中國軍力報告”答記者問

問：據報道，位於加拿大多倫多的芒克國際研究中心發佈報告稱，過去2年內，一個位於中國的祕密電腦網絡間諜系統入侵全球100多個國家的電腦，竊取包括使館、外交部、其他政府部門的文件。中方對此有何評論？
Q: The report released by Munk Centre for International Studies in Toronto, Canada said that in the past two years, a secret cyber-spy ring in China has attacked computers in more than 100 countries, stealing documents of embassies, foreign ministries and other government departments. How do you comment on that?
　　
答：關於所謂在中國的“電腦間諜系統”問題，我以前就講過，中國政府一貫重視電腦網絡安全，堅決反對並嚴厲打擊包括“黑客”行爲在內的任何破壞互聯網、電腦網絡系統的犯罪行爲。中國的相關法律法規對此有明確規定。現在的問題是，國外一些人熱衷於捏造所謂中國網絡間諜的謠言，其說法完全是無中生有。這些人利用謠言抹黑中國的企圖決不會得逞。
A: As to the so-called "cyber-spy ring" in China, I have noted before that the Chinese Government has always taken cyber-safety very seriously. We resolutely oppose any crime including hacking that destroys the internet or computer network, which is stipulated in relevant Chinese laws and regulations. The current problem is that some people overseas are indulged in fabricating the sheer lies of the so-called cyber-spies in China. Their attempt to defame China will get nowhere.

問：美國國防部日前發表了2009年度“中國軍力報告”。中方對此有何評論？
Q: The Pentagon has recently released its 2009 report on China's military power. How do you comment on that?
　　
答：美方發表的這份報告，繼續渲染所謂“中國軍事威脅論”，嚴重歪曲事實，干涉中國內政，中方堅決反對，並已向美方提出嚴正交涉。
A: This report issued by the US side continues to play up the fallacy of the so-called "China's military threat". It is a gross distortion of facts and interference in China's internal affairs. China resolutely opposes it, and has lodged a solemn representation to the US side.
　　
中國始終不渝走和平發展道路，奉行防禦性國防政策，致力於維護世界的和平穩定。我們奉勸美方尊重這一基本事實，摒棄冷戰思維和偏見，停止發表所謂“中國軍力報告”，停止對中方進行無端指責，以免進一步損害中美兩國兩軍關係。
China has always followed the path of peaceful development, pursued a national defense policy which is defensive in nature, and been committed to world peace and stability. We urge the US side to respect this fundamental fact, renounce the Cold War mentality and bias, refrain from issuing the so-called report on China's military power and stop making groundless accusation against China, so as not to further undermine bilateral and military relations.
