BEIJING -- The Legislative Affairs Office of the State Council on Thursday began to solicit public opinions on a draft decree on social assistance.
北京消息，國務院法制辦公室週四就《社會救助暫行辦法（徵求意見稿）》公開徵求意見。

【講解】

solicit public opinions是公開徵求意見；social assistance是社會救助。
徵求意見稿從最低生活保障（a minimum level of living standards）、特困人員供養（support for extremely poor people）、受災人員救助（assistance for people affected by disaster）、醫療救助（medical assistance）、教育救助（assistance in education）、住房（housing）救助、就業救助（employment）、臨時救助（temporary assistance）和社會力量參與（participation of social forces）等方面進行了規定。
同時還規定（stipulate）了民間團體（civil society）參與社會救助服務（social assistance services）的角色。
意見稿規定，住房救助可以通過提供廉租房（low-rent housing）或發放住房租賃補貼（rent subsidies）的方式（in the form of，是以……方式）實施。
國家鼓勵單位和個人等社會力量通過捐贈、設立幫扶項目（projects targeting specific groups）、創辦服務機構（establish social assistance institutions）、提供志願服務（provide volunteer services）等方式，參與社會救助（play a role in social assistance services）。社會力量參與社會救助，按照國家有關規定享受財政補貼（fiscal subsidies）、稅收優惠（tax preference）、費用減免（exemption）等政策。
意見稿中還規定了社會救助的監督體系（supervision system），如果存在未履行社會救助的責任（exercise duties，履行責任），或騙取（fraud）社會救助資金及其他違規行爲（violation），將依法追究法律責任（pursue legal responsibility）。
公衆可以登錄中國政府法制信息網（網址：http：//），以信函和電子郵件等方式對徵求意見稿提出意見（offer opinions）。截止日期（deadline）是2月7日。
