zero tolerance是零容忍；medical staff是醫務人員。
週四，公安部下發通知（circular），通知中指出，過去幾個月發生了多起侵害醫務人員案件的情況，公安部會配合各醫院解決醫患糾紛（resolve disputes between doctors and patients），提高安全性（improve security）。
10月25日，在中國東部浙江省，一名患者因爲手術效果不滿意（dissatisfy），持刀殺害了一名醫生，並致另兩名醫生受傷。
據中國醫院協會（Chinese Hospital Association）自2012年12月至2013年7月在全國316家醫院對醫務人員和患者（patients）進行了調查（poll），調查顯示，對醫務人員實施暴力（violence against medical staff）的案件呈現上升趨勢（on the rise）。每年每所醫院發生的暴力傷醫（assaults on doctors）事件的平均數從2008年的20.6次上升到2012年的27.3次。
調查分析指出，導致暴力傷醫事件的直接原因是不滿意診療結果（unsatisfactory treatment）、醫患溝通不到位（poor communication between patients and doctors）、新聞媒體報道不客觀（distorted media reports）激化醫患矛盾、診療費用高（high medical costs）、醫務人員服務態度差（poor service attitude）；根本原因（underlie）是社會衝突（social conflict）積累過多、信任缺失（loss of trust）、醫療資源供求矛盾（unbalanced demand and supply of medical resources）突出。
