BEIJING — China's most wanted fugitive Yang Xiuzhu, who had been on the run for 13 years, returned to China Wednesday and turned herself in to the authorities, according to the Communist Party of China's disciplinary watchdog.

北京消息，中央紀委消息，週三，潛逃海外13年之久的中國頭號逃犯楊秀珠回國投案自首。

楊秀珠，現年70歲，浙江省建設廳原副廳長（former deputy director of the construction bureau）。2003年3月，浙江省檢察院反貪局人員（graft inspectors）帶走楊光榮，並調走了溫州鐵路房地產開發公司的所有賬冊。在調查過程中發現，楊秀珠任溫州副市長期間涉嫌貪污賄賂犯罪（alleged involvement in embezzlement）。2003年4月，楊秀珠出逃（fled China）。
楊秀珠是“百名紅通人員”頭號嫌犯（number one on China's top 100 fugitives）。所謂的“百名紅通人員”，指的是2015年4月，國際刑警組織（International Criminal Police Organization，簡稱Interpol）中國國家中心局集中公佈的針對100名涉嫌犯罪的外逃國家工作人員、重要腐敗案件涉案人等人員的紅色通緝令（red notice）。截至楊秀珠的歸案（return），“百名紅通人員”已有37人到案，超過了總人數的三分之一。
