在2019年3月5日的政府工作報告中，首次將就業優先政策置於宏觀政策層面，並提及當今和今後一個時期，我國就業總量壓力不減、結構性矛盾凸顯。2018年調查失業率穩定在5%左右的較低水平， 2019年目標是城鎮調查失業率5.5%左右。報告同時強調，2019年要多管齊下穩定和擴大就業，包括實施職業技能提升行動，從失業保險基金結餘中拿出1000億元，用於1500萬人次以上的職工技能提升和轉崗轉業培訓;對招用農村貧困人口、城鎮登記失業半年以上人員的各類企業，三年內給予定額稅費減免等。
