據新華社週三報道，北京公佈新計劃，允許無房家庭在租住地入學。

access to schools是上學。
週三，北京市教委（Beijing Education Commission）發佈2018年義務教育階段入學工作意見。意見中指出本市戶籍（a permanent resident of the city）無房家庭，其適齡子女（school-age child）可在租住地入學。
市教委副巡視員馮洪榮表示，此舉的目的是，在孩子教育方面（children's education），爲無房年輕人（young people who don't have their own house）提供更多選擇。
適用這項規定的是本市戶籍（permanent residence）無房家庭，長期在非戶籍所在區（district）工作、居住，符合夫妻一方（one of the parents）在該區合法穩定就業3年以上等條件。
另外，今年北京市教委還將嚴肅查處校外培訓機構（after-school education organizations）組織中小學生等級考試及競賽、將培訓結果與中小學校（primary and secondary schools）招生（enroll students）入學掛鉤等行爲。
《中國義務教育法》（China's Law on Compulsory Education）規定，地方各級人民政府應當保障適齡兒童、少年（adolescents）在戶籍所在地學校就近入學（access to education in schools where their permanent residence is registered）。
