我國發布無人駕駛汽車道路測試新規

China released a national guideline on road tests for self-driving vehicles, as part of a broader drive to accelerate the development of the technology and gain the advantage in commercializing such vehicles.

我國近日發佈了無人駕駛汽車道路測試的全國性規範，這是我國爲加速無人駕駛技術開發、在無人駕駛汽車商用上取得領先優勢而推出的部分舉措。

The guideline, which was jointly issued by the Ministry of Industry and Information Technology, the Ministry of Public Security and the Ministry of Transport, allows local authorities to evaluate local conditions and arrange road tests for autonomous vehicles.

根據這份由工業和信息化部、公安部、交通運輸部聯合發佈的規範，允許地方政府評估當地條件，爲無人駕駛汽車安排道路測試。

It states that the test vehicles should be passenger or commercial automobiles, not low-speed vehicles or motorcycles.

該規範指出，測試車輛應爲乘用車或商用車，不可以使用低速汽車或摩托車。

According to the regulation, which will take effect on May 1, test vehicles should be able to switch between self-driving and conventional driving to ensure the test driver can quickly take over in case of a malfunction.

根據這份將於5月1日起實施的規範，測試車輛應能夠在自動駕駛模式和傳統模式之間切換，以確保測試司機可以在故障發生時快速接管車輛。

Moreover, test applicants must be independent legal entities registered in China, and have to first complete tests in designated closed zones before conducting road tests.

此外，考試申請人必須是在中國境內註冊的獨立法人，在進行路考之前必須先在指定的封閉區域完成測試。

Xin Guobin, vice-minister of industry and information technology, said: "Road testing for self-driving vehicles is a complicated project and safety should be the top priority."

工業和信息化部副部長辛國斌表示：“無人駕駛汽車的道路測試是一個複雜的項目，安全應該是重中之重。”

He added that car manufacturers should intensify their efforts in the research and development of self-driving technology, to offer more vehicles with safe and reliable performance.

他補充稱，汽車製造商應加大對無人駕駛技術研發的力度，提供更多具備安全、可靠性能的車輛。
