Sustainable Development Goal 16 of the 2030 Agenda for Sustainable Development calls on all States to “promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels.”
2030年可持續發展議程的可持續發展目標16呼籲各國“創建和平、包容的社會以促進可持續發展,讓所有人都能訴諸司法,在各級建立有效、可問責和包容的機構。”

This must start with the human rights and dignity of every woman and man. This is the foundation for including all voices and empowering society through freedom of expression and freedom of information. This is the basis for transparent institutions that are accountable and representative. This is a driver for policies that are effective because they are just. This lays the ground for living together in societies that are ever more diverse. This gives women and men the power to act today to craft a better future for all tomorrow.
實現該目標必須從尊重每個人的人權和尊嚴着手。這是通過表達自由和信息自由包容一切聲音和增強社會能力之根本。這是可問責的並具有代表性的透明機構之基礎。這是因爲公正所以有效的政策的驅動因素。這爲在日益多樣化的社會中共處奠定了基礎。這賦予每個人力量,使得大家在今天行動起來,爲所有人創造更加美好的未來。

The 2030 Agenda includes 17 goals – democracy, human rights and dignity are a thread tying them together.
2030年議程包括17項目標——民主、人權和尊嚴把這些目標貫穿爲一體。

Taking this forward must be the committment of Governments and citizens everywhere – to defend shared values, to deepen the rule of law and good governance, to open ever wider space for civil society.
世界各國的政府和公民必須致力於推進該議程——維護共有價值觀,深化法治和善治,爲民間社會開闢更大空間。

These goals underpin all of UNESCO’s work to build the defences of peace in the minds of women and men through education, the sciences, culture, communication and information, as the basis for a vibrant democratic culture.
這些目標鞏固着教科文組織通過教育、科學、文化、傳播和信息於所有人的思想中築起保衛和平之屏障的全部工作,是生機勃勃的民主文化之基礎。

In 1993, on receiving the Nobel Peace Prize, Nelson Mandela said:
1993年,納爾遜·曼德拉在接受諾貝爾和平獎時說:

“This must be a world of democracy and respect for human rights, a world freed from the horrors of poverty, hunger, deprivation and ignorance, relieved of the threat and the scourge of civil wars and external aggression and unburdened of the great tragedy of millions forced to become refugees.”
“這必將是一個民主的尊重人權的世界,一個不再有貧困、飢餓、掠奪和無知之慘狀的世界,一個擺脫了內戰和外來侵略之威脅與災禍的世界,一個結束了千百萬人淪爲難民的大悲劇的世界。”

Today, in a world of turbulence, this vision has never been so urgent. We need a new commitment by all to a strong democratic culture, to new forms of global solidarity and citizenship, to a vision of humanity and the world as one. This is UNESCO’s message on this International Day of Democracy.
今天,在一個動盪不安的世界上,這一願望從未如此迫切。我們需要所有人爲強大的民主文化、新形式的全球團結和公民意識、人道願景以及世界一家作出新的承諾。這便是教科文組織在今年的國際民主日要傳遞的訊息。
