World Day of Romani Language, instituted by the UNESCO General Conference, is an opportunity to promote a valuable component of the world’s linguistic and cultural heritage. The Romani language, or Romani ćhib, was declared the official language of all Roma people in the world on the occasion of the first World Romani Congress, held in London in 1971. It is the main system of communication, identity, socialization and cultural integration for the Roma people, who today live dispersed in almost every country of the world.
世界羅姆語日由教科文組織大會所設立,它是一個契機,爲我們展現出世界語 言和文化遺產中的一塊瑰寶。在1971年於倫敦舉行的第一屆世界羅姆人大會上,羅姆語(Romani ćhib)被宣佈爲全世界羅姆人的官方語言。它是目前散居在世界各國的羅姆人溝通交流、身份認同、社會交往和文化融入的主要系統。

This ancient language is now endangered, and UNESCO recalls the need to preserve and enhance this integral part of the Roma identity, a key vector for conveying cultural traditions that enrich our common humanity. UNESCO is delighted to support the endeavours of researchers, linguists, university professors, writers and journalists who use the Romani language. The Organization also encourages the numerous actions already undertaken at the international level, such as the proposed charter and declaration on the Romani language.
而今,這門古老的語言瀕臨滅絕,教科文組織呼籲有必要保護並珍視這門語言,它不僅是羅姆人身份認同的核心元素,更是人類社會文化傳統的重要載體。教科文組織衷心支持羅姆語學者、語言學家、大學教師、作家和記者的工作,同時也鼓勵國際範圍內已採取的衆多行動,諸如推動爲羅姆語制定一部憲章和一份宣言。

World Day of Romani Language must also further spur us to promote Roma education and culture, in particular encouraging generations of young Roma to learn their mother language in schools. Thus, UNESCO is committed to quality education for Roma children through a special programme, conducted in cooperation with the Council of Europe since 2006. UNESCO and the Council of Europe have accordingly published Guidelines on Preschool Education for Roma Children. Defending a language means supporting a policy to combat all forms of discrimination and to promote social inclusion. Today, I call on all UNESCO’s Member States to pool their efforts to that end.
同時,世界羅姆語日也應進一步讓我們動員起來,去促進羅姆人的教育和文化發展,尤其是在教育機構中推動年輕一代的羅姆人學習他們的母語。爲此,自2006年起,教科文組織同歐洲委員會合作,開展了一項專項計劃,致力於羅姆兒童的優質教育問題。教科文組織同歐洲委員會一起,針對羅姆兒童出臺了幾項關於包容教育和幼兒保育的指導方針。通過捍衛一門語言,我們提倡的是反對各種歧視、崇尚社會包容的一整套政策。值此世界羅姆語日,我呼籲教科文組織所有會員國團結起來,朝着這一方向貢獻出各自的力量。
