The draft regulation was released on Monday by the Ministry of Human Resources and Social Security to ensure conditional transfers of the country's three types of social endowment insurances and to benefit the potential 750 million residents who joined at least one of the three programs.

人社部週一發佈的辦法草案是爲了確保我國三種不同養老保險體系可有條件轉換，以惠及7.5億參保人員。

【講解】

Endowment insurance就是“養老保險”，我國有三種不同的養老保險體系，分別爲basic endowment insurance for the urban working group（城鎮職工基本養老保險）、new rural social endowment insurance for rural residents（新型農村社會養老保險），以及social endowment insurance for non-working urban residents（針對城鎮無業人員的社會養老保險）。三個體系中的premium（繳費）和領到的pension（養老金）也有所不同。

《辦法》提出，只要繳費滿15年，參保人員無論是從新農保或城居保轉入職保，還是從職保轉入新農保或城居保，都將個人賬戶（individual accounts）全部儲存額隨同轉移，包括government subsidies（政府補貼）。

我們平時所說的“五險一金”除了endowment insurance（養老保險）外，還有medical insurance（醫療保險）、unemployment insurance （失業保險 ）、employment injury insurance （工傷保險 ）、maternity insurance （生育保險），以及 housing fund （住房公積金）。
