經合組織調降全球增長預期 呼籲各國協同財政刺激

The Organisation for Economic Co-operation and Development (OECD) is calling for urgent action by world leaders to tackle slowing growth. The call came as the think tank cut its global economic forecasts for 2016.

近日，經濟合作與發展組織呼籲全球領導人採取緊急措施來刺激全球經濟的增長。這次呼籲是在經合組織調降2016年全球經濟增長預測之後發佈的。

Last year, it forecast 2016 growth of 3.3%. It now says that will be just 3%. It said trade, investment and wage growth were all too weak, adding that cutting interest rates and other monetary policy fixes were not sufficient to reflate growth.

2016年全球經濟增速預估從去年所定的3.3%下調至當前的3.0%。經合組織表示，全球貿易、投資和薪資增長都非常疲弱，降低利率等貨幣政策不足以帶動經濟的發展。

Interest rates in many parts of the world have been cut to attempt to stimulate borrowing and investment. Rates in many countries, including the UK, are at record lows.

世界上許多地區的利率都已被降低，試圖以此刺激借貸和投資。包括英國在內的許多國家的利率都處於歷史低點。

The US, notably, raised its rates by a sliver late last year. This was designed to calm investors' nerves, but to many, it now seems like a prematurely optimistic move.

值得注意的是，美國在去年年底時小幅上調了利率，旨在安撫投資者的神經，但對許多人來講，現在看來卻像一個過早的樂觀舉動。

The OECD has now cut its growth forecast for the US to 2% from the 2.5%. UK growth is now forecast at 2.1%, down from the 2.4% it said it was expecting in its November report. The OECD also cut its forecast for Europe's powerhouse, Germany, from 1.8% to 1.3%.

目前經合組織將美國2016年經濟增速預估從2.5%下調到2%。英國經濟增速預估從去年11月報告中的2.4%下調到2.1%。此外，經合組織也消減了歐洲主要經濟體德國的增速預估，從1.8%降到1.3%。

In Europe, Japan and Switzerland, rates have been cut to negative, meaning that depositors pay the bank for keeping their money.

在歐洲、日本和瑞士，利率爲負值，意味着人們去銀行存錢還要付給銀行費用。

A major factor behind the global slowdown in the pace of growth is China, where growth rates have fallen from well above 7% to under 6% now. The OECD was not expecting further pain from China, It left its forecast for Chinese growth at 6.5% for this year.

全球經濟增速放緩的一個主要因素是中國，它的經濟增長率從以前的遠高於7%降低到當前的6%以下。不過，經合組織相信中國的經濟增長不會大幅放緩，中國2016年經濟增速預估仍維持在6.5%。
