強化日美同盟成爲"安倍原則"的核心

Strengthening ties with the U.S., Japan's main ally, is the central plank of a 'lost' policy speech by Prime Minister Shinzo Abe, in which he sets out his principles of diplomacy.

日本首相安倍晉三(Shinzo Abe)在一篇沒有發表的政策講稿中列出了他的外交原則,其核心內容是與日本的主要盟友美國加強關係。

The premier was set to unveil his so-called 'Abe doctrine' last Friday in Jakarta on the final leg of his three-nation tour of Southeast Asia. But the speech was never delivered as Mr. Abe cut short his trip, returning to Japan to deal with an international hostage crisis in Algeria that has seen at least seven Japanese nationals killed.

amid ongoing tension with China over a territorial dispute, the text of the speech, titled 'The Bounty of the Open Seas: Five New Principles for Japanese Diplomacy,' makes clear Mr. Abe's interest in bolstering Japan's ties with the U.S. Mr. Abe and his Liberal Democratic Party have repeatedly said that Japan-U.S. relations deteriorated under the watch of the previous Democratic Party of Japan-led government.

在日中領土爭端仍未化解之際,這篇題爲“公海紅利:日本外交五項新原則”的講話稿表明了安倍晉三對於加強日美關係的興趣。安倍晉三和他領導的自民黨曾反覆表示,在日本民主黨領導的前一屆政府執政期間,日美關係變得越來越差。

'America is the world's greatest naval power and preeminent economic superpower; Japan is Asia's largest maritime democracy and a liberal capitalist state second only to the United States. It stands to reason that our two nations should be partners,' reads the speech's English translation, available on a government web site.

日本政府網站刊登的該文英文翻譯稿說,美國是世界上最強大的海洋大國、傑出的經濟超級大國,日本是亞洲最大的海洋民主國家,是僅次於美國的自由資本主義國家,我們兩個國家理應成爲夥伴。

The speech goes on to say that the importance of the Japan-U.S. alliance has 'a more vital significance as ever before,' as the U.S. shifts its strategic focus toward the Indian and Pacific oceans.

講稿接着說,隨着美國將戰略重心轉向印度洋和太平洋,日美同盟比以往任何時候都更加重要。

While the speech refrains from specifically naming China, its numerous calls for the region's sea lanes to be governed by international law, not force, reflect Tokyo's increasing concern over Beijing's rising military and commercial clout in a region rich in oil, natural gas, minerals and fishing.

The strong focus on boosting ties with Washington also stands in contrast to a policy speech Mr. Abe gave in Indonesia six years ago, when he was last prime minister.

That speech, delivered on Aug. 20 2007, less than a month before his resignation amid a string of scandals and his own deteriorating health, was titled 'Japan and One ASEAN that Care and Share at the Heart of Dynamic Asia.' In it, he never even mentioned the U.S.

Reflecting a strong desire to demonstrate Tokyo's rediscovered fondness for Washington, the U.S. was Mr. Abe's choice as his first overseas destination after taking office last month. But his trip was postponed due to President Barack Obama's tight schedule. Mr. Abe will instead travel to the U.S. in mid-February for a bilateral summit.

Mr. Abe's three-day trip saw him speaking to leaders in Vietnam, Thailand and Indonesia as part of Tokyo's efforts to shore up its economic and diplomatic presence in the fast-growing region and enhance security ties with Southeast Asian nations that face territorial disputes with China over islands in the South China Sea. Tensions between Japan and China also remain high over disputed islands in the East China Sea known as the Senkaku in Japan and Diaoyu in China.

'From now on the Japan-U.S. alliance must effect a network, broad enough to ensure safety and prosperity encompassing the two oceans. The ties between Japan and America's other allies and partners will become more important than ever before for Japan,' the latest speech says.

Mr. Abe expressed a similar view in a recent essay, calling for the formation of an 'Asian security diamond' that enables India, Australia, the U.S. state of Hawaii and Japan to work together to ensure maritime safety in the Indian and Pacific Oceans.

The latest speech, as expected, drew strong criticism from China. Beijing slammed the policy principles as 'attempts to pull in the Southeast Asian countries and to encircle China,' in a commentary in the Communist party's mouthpiece People's Daily newspaper.

最近的這篇演講稿不出所料地引起中國的強烈抨擊。在中共中央機關報《人民日報》的一篇評論文章裏面,北京稱這些政策原則是“企圖拉東南亞國家構築對華包圍圈”。

'Sadly, this whimsical idea has no market in Southeast Asia,' it said.
