中國抨擊安倍晉三"惡意中傷"
The Chinese foreign ministry has lashed out at Shinzo Abe, Japanese prime minister, for “malicious slander” over China’s attempt to determine access to airspace over a group of disputed islands.
中國外交部強烈抨擊日本首相安倍晉三(Shinzo Abe)，稱其有關中國防空識別區的言論是“惡意中傷”。Beijing’s air defence identification zone (ADIZ), which lies partly over the uninhabited islands northeast of Taiwan known as the Diaoyu in China and the Senkaku in Japan, has raised regional temperatures and triggered protests from Japan, the US and South Korea.
中國劃設的東海防空識別區覆蓋臺灣東北方向一個無人居住的島羣——中國稱其爲釣魚島及其附屬島嶼，日本稱其爲尖閣諸島(Senkaku)。此舉加劇了地區緊張，並招致日本、美國和韓國的抗議。Military strategists say the zone adds to the risk of an inadvertent confrontation in northeast Asia, where sea boundaries are not delineated and historic animosity runs deep.

“We express strong dissatisfaction with Japan’s leader using an international occasion to maliciously slander China,” said a statement posted on the Chinese foreign ministry website and attributed to Hong Lei, its spokesman. “The Chinese side took necessary measures to safeguard its sovereignty and territorial integrity. This is totally legitimate and irreproachable.”
“我們對日本領導人利用國際場合發表惡意中傷中國的言論表示強烈不滿，”中國外交部網站貼出的據稱由發言人洪磊發表的聲明稱。“中方依法採取必要措施維護國家領土主權完全正當，無可指責。”Mr Abe had explicitly denounced the zone after a Tokyo summit with the Association of Southeast Asian Nations (Asean). “The air defence identification zone China has established in the East China Sea is unjustly violating the freedom of aviation over the high seas, which is a general rule in international law,” Mr Abe told a press conference on Saturday. “We are demanding China rescind all measures like this that unjustly violate the general rule.”
此前，安倍在東京舉行的日本-東盟(Asean)峯會結束後明確譴責中國的防空識別區。“中國在東中國海劃設的防空識別區，不公正地侵犯了公海飛行自由這條國際法一般規則，”安倍在上週六的一個新聞會上表示。“我們要求中國撤銷此類不公正侵犯一般規則的所有措施。”A joint statement after the Japan-Asean summit agreed on the need for freedom of the high seas and skies and the peaceful resolution of disputes, but did not directly criticise China’s new air zone. Many Asean members have deep economic ties with China.
日本-東盟峯會後發表的聯合聲明確認有必要維護公海航行自由和公海上空飛行自由，但沒有直接批評中國新劃設的防空識別區。東盟的許多成員國與中國之間有深層次的經貿紐帶。Military strategists worry that the feints and bluffs seen between Chinese ships and those of other nations could more easily lead to miscalculations if carried out by fighter jets.
軍事戰略家們擔心，如果中國的戰鬥機像中國艦船那樣，在遭遇其它國家艦船時玩出各種假動作和虛張聲勢，那可能更容易導致誤判。China’s military has been reluctant to engage in talks over codes of conduct or communication in case of a crisis, said Carlyle Thayer, formerly with the US Pacific Command and now a researcher at the Australian Defense Force Academy.

“這是一場高風險的遊戲，各方出動戰鬥機展示相關空域屬於己方，”他表示。The US Navy said on Friday that the USS Cowpens, a guided-missile cruiser, had been forced to take evasive action to avoid a collision with a ship from the People’s Liberation Army Navy on December 5, while Joe Biden, US vice-president, was touring northeast Asia.
