decade-old family planning policy, according to astatement issued on Thursday (Oct 29) by the Communist Party of China Central Committee.

Roughly 90 million Chinese couples will become eligible to have a second child. It's the latest move by the authorities to finetune the family planning policy, amid the nation'schanging demographics, which could lead to potential labor shortages in the future if notaddressed.

The statement said the country's aging trend would be actively addressed by the universal two-child policy, and that China would continue to stick to the family planning policy as a basic Stateinterest.

In late 2013, the central government relaxed the family planning policy, allowing couples to havea second child in situations where one spouse was an only child. As of June, only 1.5 million of the11 million eligible couples had applied to have a second child.

Will the second child policy force the career women return to family

Good evening, everyone. My name is, from school of Maxism. It is my pleasure to join in this competition in this delightful evening. I appreciate the organizers for giving me this opportunity to stand here, discussing the interesting topic. As you are watching, “will the second child policy deprive our jobs?” is a fascinating question proposed by the feminists.

Recently, China government pronounces a new policy that endows the citizens right to have a second child. Abolishment of the single child policy also leads controversies.

The anxiety of “women career crisis” actually comes from the nowadays career status, which shows that it is more difficult for women to get a job compared with men, because employers think the pregnancy will take much time. Therefore, it is salient the feminist will have such worry when they will spend double time in giving birth of two kids. Besides, feminists always deeply believe the second child policy is a kind of contempt on equality, since the policy may treat women as “reproduction machine”.

However, the feminists’ worry enters a logic trap. They don’t treat “reproduction” as the basic human-being’s right, and they actively abandon the basic right. It seems ridiculous some American feminists criticized the Chinese single child policy harshly before, and nowadays they come to question the Chinese single child policy abolishment. It can be seen that there is no single word compelling women to have the second child in the policy. It only endows the people right, not duty. Therefore, the policy doesn’t invade the women willing, so the anxiety of “career crisis” has no meaning.

In all, in my perspective, there is no need to worry about whether the second child policy will deprive our job. Thank you for attending my speech.

Local regulations need to be amended or parents willstill face penalties, says population expert

Couples who want a second child after theannouncement on Thursday that China's "one-childpolicy" is ending will have to wait until theappropriate laws are amended, according toexperts.

The launch of the new policy needs to be in accordance with regional population and familyplanning laws, and the birth of a second child before such regulations are passed into law will bedeemed illegal.

Jiang Weiping, director of the China Population and Development Research Center, said thenecessary measures will be determined by people's congresses or their standing committees inprovinces, autonomous regions and municipalities.

The people's congress at provincial level or its standing committee will revise local regulationsor make new ones, with the support and guidance of the National Health and Family PlanningCommission, Jiang said.

"The timeline for the operation of the new 'two-child policy' in different regions will determinewhen the second newborn baby will be able to have a legal identity," Jiang said..

Last year, several regions in China took the lead in introducing a second-child policy. However, parents in 17 provinces and autonomous regions who had a second child before the new localregulations were finalized still faced financial penalties.

After China relaxes its family planning policy, parents who choose to have one child or opt for asecond child will no longer get government awards such as a monthly bonus, which varies indifferent regions.

"The number of new births will definitely increase in the coming years and we estimate that thepeak will be over 20 million newborn babies," said Wang Pei'an, vice-minister of the NationalHealth and Family Planning Commission.

At present, about 60 percent of China's child-bearing women are over 35 years old, whichmeans an increase of 'elderly' mothers will be witnessed in China in the next few years, Wangsaid in a news release on Friday.

"It's safe to say that the two-child policy won't bring huge pressure on food security andbasic public services, such as health, education and employment," Wang said. He estimated thatanother 30 million working people aged between 15 and 59 will be added by 2050. "It willbenefit economic growth in the long term," Wang added.

Emerging from the cartoon is an eye-catching scene that the parents are willing to have a second child, while their only child do not agree because of his worry that he doesn't want to have another child, even his own sibling, share toys with him. Simple as it is, the symbolic meaning revealed is profound and thought-provoking.

We are supposed to place our attention on, instead of its funny appearance, the implied meaning of the cartoon: as the overall second-child policy expands throughout China, some only children are so selfish that they cannot accept the second child in their family. What can account for this undesirable situation? For one thing, they, as the only child at home all the time, have no awareness of sharing what they like with others due to the fact that all the family members give their love to the only child. As a result, when faced with the problem of whether they are willing to have a sibling, their first response is to refuse it. For another reason, some couples are eager to have a second child as soon as possible, which makes them neglect to communicate with their only child to let them realize the advantage of having a sibling companion in their childhood.

From what has been discussed above, it's safe for me to conclude that it is urgent to take some immediate and effective measures. What I recommend is that parents should let child know the importance of sharing with others, which is beneficial for them in future life. In addition, it's better for parents to have more communication with their only child once they want to have a second child.

The second one,should or not?

There is a widespread concern over the issue that whether we should open the second-child policy. Different people hold different attitudes toward the issue.

Some people say we should encourage families to give birth to the second baby. In their view, a family with two kids is more beneficial to children’ development, who can not only feel less lonely ,but also learn to share everything they own so that they can be less selfish. Additionally ,having two children in the family can also ease future pressure on supporting their parents.

While, others differ in their opinions. They argue bringing up children is such a great burden to the family, both mentally and physically. Besides, the family have to spend plenty of energy on their second child. What’s more, some elder children may get hurt, doubting whether his parents love him or not.

Personally, whether we should have the second child or not should be considered fully. If you’re in pressure of living and your first child is not old enough, you’d better concentrate all your energies on your only baby; if everything is ready, you may take the second-child policy into consideration.

It is known to all that loosening on the family planning policy decision has been made on the next-phase reform approved by the Third Plenum of the CPC’s 18th central committee which ended on 12,Nov.

However, before the policy was claimed, Chinese leaders thought population emerges as an issue, which should be controlled and approved a law on contraception and abortion population growing fast let the government included population control into the national economic development plan and requires government at all levels to increase family-planning work.

With time going by, we discover that one-child policy also has its disadvantage. A growing number of scholars has urged the government to reform the one-child policy ,introduced in the late 1970s to prevent population spiraling out of control, but now regarded by many experts as outdated and harmful to the economy. In recent years ,China ‘s fertility rate maintained at the level of

1.4%----1.5%,much lower than other developing countries a’s low fertility level will not only lead to a shortage of the aging of the population and the labor force ,but also will reduce the potential growth rate of the economy. In addition , one-child policy makes

many families have only one child ,which makes the child feel lonely during his childhood .

After the policy fully implemented, it will affect 15000000 to 20000000 people in the national scope, among these couples about 50% to 60% would like to have a second children. The estimated number of new policy for infants range from 8000000 to 10000000. So we should pay more attention to who can have a second child and be rational when we choose whether to have a second child. In a word ,only in this way can the population not be a rapid growth in our country.

China's National Health and Family PlanningCommission says the policy is effective from thebeginning of this year.

The old-age support problem has surfaced since the 1980s since China's one-child policy began.

It is estimated that the one-child policy has so far prevented around 400 million people frombeing added to China's population, which stands at 1.34 billion today.

China has relaxed its family planning policy by allowing couples to have two children if one ofthe parents is an only child.

China introduced its family planning policy in the late 1970s to rein in population growth bylimiting most urban couples to one child and most rural couples to two, allowing the birth of asecond child if the first child was a girl.

A major policy change at the end of 2013 allows couples nationwide to have a second child ifeither parent is an only child.

Beijing, with permanent population in excess of 20 million, estimated that the new policywould increase this number by more than 270,000, with around 54,200 additional birthsannually until 2019, when the figure will peak and begin to go down steadily.

JUDY WOODRUFF: Joining me now to discuss thechange is Mei Fong, a Pulitzer Prize-winning journalistwith over a decade of experience covering 's the author of the upcoming book "One Child:The Story of China's Most Radical Experiment."

Mei Fong, welcome to the program.

So, just how significant a shift in policy is this forChina's communist leadership?

MEI FONG, "One Child": Well, your segment mentioned too little too late, and that's reallykind of what it is.

For the past 15 years now, a lot of experts of demographics, economists, demographers, havebeen asking for this change to happen. They have all warned of the aging tsunami that's goingto happen. They have warned of the gender imbalances. But the Chinese government has beenvery, very slow to change it, so actually the question is not why it happened now, but why hasit taken so long to happen.

JUDY WOODRUFF: Well, why do you think they decided now? I mean, we heard some of thereasons there, but what — what do you think has led them to do this right now?

MEI FONG: Well, it's a looming crisis that's affecting the economic growth of the future.

Right now, there are about five working adults to support one retiree in China. That's a prettygood ratio. But in 20 years' time, that's going to be 1.6 working adults to one elderly 's a huge difference. And there's not going to be enough people to pay in for all thesepension imbalances and support an aging population that, if it were its own country, would bethe third largest country in the world after China and India.

JUDY WOODRUFF: How representative, Mei Fong, is the story we just saw of that family? They had two daughters. And one of the daughters is basically a non-person.

MEI FONG: They call them heihaizi, black children, because they don't exist. They're non-people.

There are about, estimated, between 13 to 15 million of these children that — not necessarilychildren. Now some of them are adults. But for all intents and purposes, they just don't exist inChina. They can't register to buy a house. They can't go to school.

That girl that she interviewed, I spoke to her. Her name is Sno. She is 20 years old. She'snever been to school. She can't even get so much as a library card, because she has noregistration rights.

JUDY WOODRUFF: Will the government now make some sort of attempt to redress thatbecause they're changing the policy?

MEI FONG: It's really difficult, because one of the big issues that they fear is places like Beijingand Shanghai. Beijing and Shanghai already have something like 18 to 20 million people, cityresidents.

They are very afraid of changing the household registration to enable everybody to have thoserights, because they fear this flood of people and there won't be enough resources to service20 million people in the city.

So it's going to be very thorny. A lot of people have actually been suing to have these girl, for example, she has been spending the last three to four years fruitlessly trying tosue the government to give her those rights, which legally she's entitled to, but she's still notable to get it.

JUDY WOODRUFF: What difference is it thought this is going to make in China's — in thedecisions families make? I mean, is it thought that many families will now decide to have asecond child?

MEI FONG: It's doubtful. Here's the thing.

Every country that's tried to put in place population controls have found it much more easierto turn off the baby tap, but when it comes time to turn on the baby tap, there's been virtuallyno country that's been able to succeed.

Singapore, for example, which China has emulated for many things, Singapore tried to dosomething like this, although with a much less onerous kind of population planning now Singapore is saying, please, please, have more children. And the Singaporean womendon't and can't and won't.

And I think China will face similar problems. You know, right now — a couple years ago, theyloosened the policy a little bit, but they found the take-up amongst people who are eligible tohave the second child was very, very low. And I think this will be more of the same.

JUDY WOODRUFF: Well, we will certainly see.

Mei Fong, who is coming out with a new book, China's one-child policy, we thank you.

MEI FONG: Thank you.

Today, I'm going to talk aobut a change to China's population policy.

China introduced one-child policy in the late 1970s. This policy has been credited with helping to control China's population growth.

It's also been criticized for forcing parents to make difficult personal choices, or in some cases face huge fines.

According to a statement issued on October 29th,2015 by the Communist Party of China Central Committee, China further relaxed its more than three-decade-old family planning policy. The statement said the country's aging trend would be actively addressed by the universal two-child policy.

Additionally, From my personal view, One reason for the change, economics. In China, many people care for their elderly relatives, so a single child could end up being financially responsible for parents and grandparents. This new policy could help with that.

Another reason, China wants to improve human rights by the universal two-child policy.

China is a great country with the largest population in the world. In order to solve the population problem, our government decides to implemented one-child policy. When it is carried out for some time, many people not only see its advantages but also disadvantages. Thus, people argue that two-child policy should be put into effect. In my opinion, two-child policy should be carried out.

First of all, two-child policy is the gift for some only child. For some families, maybe the parents are only child and they also can have only child. Put aside the loneliness of their child, when their child grows up and they grow older, their child marry with an only child girl accidentally, the burden on their child and his wife is unimaginable heavy. Their child and his wife have to take care of two old couples. Usually, a young couple looking after an old couple is a little difficult; if the pressure increasing twice, how can they stand it. But if their parents have two children, they can share the burden of taking care of their parents. It would be much better.

Secondly, two-child policy can guarantee the number of Chinese population. As the widely spread of one-child policy, some people have changed their conception about giving birth. If they firmly believe one-child policy, there will be more and more the dink. After several decades, our country will famous for lack of population.

In conclusion, one-child policy has out of date. And tow-child policy is needed and necessary. It can solve the problem of nowadays and the future.

Now, our country the number of straight line rise, because the two populations, a series of problem, here, I'll give you something about with that!

The current family planning policy is unfair, urban residents having only one child, rural residents the first child is female of, can have two children. To have two children, however, leads to the housing problem, population increase, also takes more house, now scientists show that China's housing life for 30 years, while western countries housing service life is 2 times of our country, therefore, our country's house of fast, down too fast, the house is always not enough, so a few people who are facing problems don't have a house to live.

Today, our country's arable land has also been a lot of problems, such as:

1, due to the large area reclamation woodland lawn, cultivated land is widening.

2, due to the large-scale afforestation, reduce cultivated land quickly.

3, due to water loss and soil erosion, land desertification, human development blindly, arable land decrease quickly.

4, due to the impact of foreign agricultural products, a large number of cultivated land desolate. Because of population increase, to a large number of land reclamation, to a large number of occupation of land, only in this way can we have a new technology, will have a house to live in. So, our country's land area is greatly reduced. But, our country a lot of land is occupied, can continuously reduce the cultivated land area, arable land decrease, many kinds of food less, even some people starve to death. Two population increase, the employment problem also more and more competition, such as:

1, the our country population base is big, need more employment, employment peak last a long time.

2, needs to improve employment mechanism, talent market, labor market development has yet to be perfected, labor elements configuration has not yet reached full optimization.

3, employment concept updating, lack of initiative 'entrepreneurial enthusiasm, "such as" "by" the ideas of the "to" still exist, not from their own and realistic environment, employment expectations are too high. So, young people in employment in our country may not work, can't bring home the bacon. In order to themselves and others in the future, please have fewer, eugenics. Boy or girl, is the backbone of the motherland in the future.

China will allow two children for every couple, thestate-run Xinhua news agency reported Thursday, amove that would effectively dismantle the remnantsof the country's one-child policy that had been easedin recent years.

China, now a nation of more than 1.3 billion people, instituted a policy of one child per couple to controlpopulation growth in the 1970s. When itspropaganda didn't work, local officials resorted to abortions, heavy fines and forcedsterilization.

The decision to end the restriction followed a four-day strategy meeting of seniorCommunist Party officials at a Beijing hotel, CNN's David McKenzie said.

Relaxation of policy

China began relaxing the controversial policy in January 2014, allowing couples to have asecond baby if the mother or father was an only child.

The move was hailed as a major liberalization of the three-decades-old restriction, but newfigures released in January 2015 suggested that fewer people than expected were taking theplunge and expanding their family. Nationwide, nearly 1 million couples eligible under the newrules had applied to have a second child, state media reported at the time. Health officials hadsaid that the policy would lead to as many as 2 million new births when the policy change wasfirst announced, and it was estimated that 11 million couples were eligible.

Two kids? Thanks but no, say some Chinese

Aging population

China's government has said the country could become home to the most elderly populationon the planet in just 15 years, with more than 400 million people over the age of 60.

Researchers say the graying population will burden health care and social services, and theworld's second-largest economy will struggle to maintain its growth.

For China, three decades of one-child policy proves hard to undo.

"China has already begun to feel an unfolding crisis in terms of its population change," WangFeng, a professor at Fudan University and a leading demographic expert on China, toldMcKenzie earlier this year.

"History will look back to see the one-child policy as one of the most glaring policy mistakesthat China has made in its modern history."

Wang said the one-child policy was ineffective and unnecessary, since China's fertility rateswere already slowing by the 1980s.
