如果你有錢沒地方花，又擔心貶值，那你就去買 government securities（國債）吧！

企業能發行債券，國家當然也能發行債券。這些Government securities發行的目的是爲了彌補財政赤字，因爲它有國家信用背書，所以它是風險最低的債券。同時，它也是流動性最好的資本市場工具。

China issues very little debt overseas and Chinese investors already treat government securities as essentially risk-free.
