交通部計劃禁止網約車巡遊攬客

According to a draft of standards published on the Ministry of Transport's website, drivers providing online ride-hailing services are banned from cruising on the street for customers, or queuing at taxi ranks near airports or train stations, unless they have express permission.

根據交通部官網近日發佈的一項規範草案,提供網約車服務的駕駛員不得上街巡遊攬客,未經許可不得在機場、火車站附近的出租車候客區排隊。

Cars engaged in online ride-hailing services should be better equipped than regular taxis, ideally providing wireless Internet, phone chargers and tissues, and ensure a satisfaction rate of at least 80%, according to the draft.

草案規定,網約車的設施配置應高於普通出租車,宜提供無線網絡、手機充電器和紙巾,並確保乘客滿意率在80%以上。

Due to safety concerns, the database of the drivers' biometric information will be established. It also suggested a minimum 10-minute wait when either driver or passenger is late.

由於安全問題,有關司機的生物特徵信息數據庫也將建立。草案還建議,乘客或司機未按時到達時,等候時間應不少於10分鐘。

"All these measures are meant to differentiate online ride-hailing services from traditional taxis," said Cheng Guohua, a researcher from the ministry who participated in the making of the draft, in an interview with Beijing News.

該部門負責起草該草案的一名名叫程國華的研究人員在接受《新京報》採訪時表示:“所有的這些措施都是意在區分在線約車服務和傳統出租車。”

But some observers are concerned that the new standards will mean that many drivers who currently provide services through online ride-hailing platforms such as Didi and Uber will be unable to do so in the future.

不過,一些觀察人士擔憂新規意味着許多現在通過滴滴、優步等網約車平臺提供服務的司機今後將無法接單。

The draft is now out for public consultation until the end of this month.

草案目前正公開徵求意見,意見徵集至本月末。
