5月15日，全國公安機關正式簽發電子普通護照。電子普通護照的申辦條件、簽發時限、收費標準和有效期均與舊版普通護照相同，公民僅需在原有基礎上提交本人指紋及簽名信息即可依法申請。目前，世界上已經有90多個國家和地區使用電子普通護照。

中國啓用電子護照——公安部副部長孟宏偉在電子普通護照簽發啓動儀式上說，該護照是按照國際標準設計的，採用防僞技術，並內置智能芯片，將爲持照人帶來更多的便利。

上面報道中的electronic passport就是電子護照，也叫e-passport、biometric passport, 或digital passport，這種護照是在傳統護照的封面或者當中的某一頁嵌入電子芯片（digital chip），並將持照人的姓名、性別、出生日期、照片圖像、指紋（fingerprint）等豐富的個人信息儲存在芯片內。2006年，International Civil Aviation Organization（ICAO，國際民航組織）規定電子護照中必須存儲面相特徵，指紋及虹膜（iris）可以作爲備選。目前大部分國家採用面相識別（facial recognition）。

此次簽發的電子護照是普通護照，即公民因前往外國定居、探親、學習、就業、旅行、從事商務活動等非公務原因出國的護照，正式稱呼叫ordinary passport/regular passport，一般直接稱passport。在中國，普通護照又可分因公普通護照（passport for public affairs）和因私普通護照（passport）。中國護照種類還包括official passport/service passport（公務護照）、和diplomatic passport（外交護照）。大陸居民去香港或澳門需辦理Exit-Entry Permit for Travelling to and from Hong Kong and Macao（港澳通行證），也叫Two-way Permit。
