As has been all too apparent in recent days at Balcombe, few issues cause greater concern than energy policy. Many village communities feel their countryside is being ruined by the power-producing machines of wind farms; yet they never take “direct action”, even though the planning laws put them at a severe disadvantage. And the generous subsidies (財政補貼) , which encourage the expansion of wind power, are not favorable to the village communities and set landowners in conflict with other residents.

Those who disagree with the rapid expansion of wind farms state that the damage they cause is out of proportion(比例) to the benefits they bring, because their energy output cannot match that of the carbon-based power stations they are supposed to replace. Supporters insist that wind must be part of a mix of renewables, nuclear and carbon, and that the country is committed to meeting EU (European Union) targets for non-carbon energy generation.

Against this background, the fact that there is an argument within the Government over whether to publish an official report on wind farms’ impact on the countryside becomes even more extraordinary. The two parties in the coalition (聯合) government are in disagreement over what it should say.

We have some advice for the two parties: publish the report, and let the country be the judge. Even if it contains evidence that wind farms are harmful, it will hardly be a pleasant surprise to people who dislike them. Equally, supporters must argue their case by acknowledging the concerns and explaining why they are either misplaced or worthy of much attention.

The suggestion that further negotiations are to take place to produce an “acceptable” report suggests that the politics of coalition government are doing the country harm in a certain way. Given the sensitivities involved, all the information should be available so that people can reach their own conclusions, rather than being left with the suspicion(猜疑)that facts are being replaced by political beliefs.

Concepts from science and nature are filled with our language’s common phrases , idioms and spoken expressions. The unbelieving expression “Well, I’ll be a monkey’s uncle” has its origin in bitter disbelief over Darwin’s writings on evolution. These colorful expressions bring spice (趣味) to our language.

Yet certain well-used phrases from science are just plain wrong! Some are obvious, yet we use them anyhow. For example, a person who acutely shakes her head and says “ A watched pot never boils” while you are waiting second after tiring second for test results to arrive or job offers to come in knows that if she sat down and watched a pot containing water on a stove over high heat for long enough, the water will eventually boil.

However, a few phrases have less obvious scientific inaccuracies. Here are a few for you to consider.

Once in a blue moon: This poetic phrase refers to something that occurs extremely rarely. A blue moon is the term commonly used for a second full moon that occasionally appears in a single month of our solar-based calendars. The problem with the phrase, however, is that blue moons are not so rare. They happen every few years at least, and can even happen within months of each other when the 29.5-day lunar cycle puts the full moon at the beginning of any month but February. The usage of “blue moon” as the second full moon in a month dates back to a 1937 Marine Farmer’s Almanac . But before that, blue moons meant something slightly different. Typically, 12 full moons occur from winter solstice to the next winter solstice, but occasionally a fourth full moon in a season could be observed . In such a case, one of the four full moons in that season was known as “blue”.

Where there’s smoke, there’s fire: It means that if something looks wrong, it likely is wrong. But let’s step back. Do you always have to have fire if you see smoke? Answering that first requires defining ‘fire” , Merriam—Webster’s first definition of fire is “ the phenomenon of combustion manifested in light, flame and heat”. Combustion is the chemical reaction occurring when fuel is burned in the presence of oxygen---denying a fire any of these three things will stop the fire; attempting to start a fire without any one of the three things will be impossible. In complete combustion---what occurs when you light a gas stove--- the fire produces no smoke. However, when most materials are burned, they have incomplete combustion, which means that the fire isn’t able to completely burn all of the fuel . Smoke can be considered as a product of pyrolysis (高溫分解) rather than of fire itself. You’re probably thinking---so what? To get the smoke, a fire needed to be present at some point, right? Not always.

Diamonds are forever: Thanks to the DeBeers slogan , decorating your honey’s neck, wrists and fingers with diamonds means true and timeless love. Of course, no object that you can hold in your hand can last forever. But diamonds have a special reason for being incapable of timelessness. Without the extreme pressures of the deep Earth where they formed, a diamond will slowly turn back into graphite(石墨), which is why the older a diamond is, the more inclusions it’s likely to have.

It had been some time since Jack had seen the old man. College, career, and life itself got in the way. In fact, Jack moved clear across the country in pursuit of his dreams. There, in the rush of his busy life, Jack had little time to think about the past and often no time to spend with his wife and son. He was working on his future, and nothing could stop him.

Protect yourself against threats

Lately, the world seems a lot darker. And threats can be anywhere – even on our own street corners. Experts say we should arm ourselves with street smarts, situational awareness and basic defensive moves. Anyone can benefit from knowing a few simple moves to stay better protected. We asked self-defense experts familiar with fighting for one favorite move they recommend that everyone learn. The following are their tips – from defensive moves to using your body weight to make it harder to be taken.

1. Defensive kick

Before even teaching defensive measures, Avital Zeisler, creator of the Soteria Method self-defense program, first preaches the importance of situational awareness. Paying attention to your surroundings is paramount, she said. But if you should find yourself caught off guard, one of her top protective moves – pretty much a good one in anybody’s book – is a defensive push kick. Target the groin, she said, and use your hip to thrust your foot forward in a kick. Drive the ball of your foot into the attacker’s groin, the idea being to push the attacker back. She suggests the more conventional groin kick with the top of the foot as another option, but pushing back is preferred if you’re trying to keep the attacker at bay.

2. Hammer fists

Use arms to protect yourself with this basic move, suggests hand-to-hand combat expert Zeisler, who launched a site for her tips and workouts. You try and hit the attacker in the face, back of the head or groin, depending on what angle the attacker is facing. Use the meaty side of your fist to strike out, and twist your body to slam your fist into the attacker. Use a downward motion to drive the side of your fist down on the attacker’s face. If the attacker doubles over(彎腰), strike again in the back of the neck. Think of banging on a door, Zeisler said.

3. Target the Adam’s apple and jugular

Hitting the most vulnerable part of the attacker as quickly – and with as much power – as possible is Tony Schiena’s top tip. Schiena provides counterterrorism training and defensive tactics through the Multi Operational Security Agency Intelligence Co. “This area is the most exposed and unprotected by cartilage or bone,” he noted. “A strike can easily damage or crush the Adam’s apple, causing suffocation, and even a light blow can temporarily disrupt breathing, giving enough of a shock to allow escape.” And, he added, “A high heel or long fingernails can also be used as a weapon.”

4. Lower your center of gravity

A bear-hug attack brings with it a dangerous potential for an attacker to control and lift your body. “Once the attacker controls your body, they can lift you and carry you away,” said Ross Cascio from Krav Maga Worldwide, which runs self-defense fighting programs. To fight back, you should make yourself “heavy” so it’s harder to be dragged to a second location. Bend your legs, and drop the level of your hips, similar to a squat. Sit slightly back and lean into the attacker with your head up, not forward. This lowers your center of gravity, making your body tougher to lift.

5. Create space to escape

Cascio tells his students to remember the phrase “base and space” to help maneuver an escape. “Space” means creating distance from the attacker. With your center of gravity, or “base”, low, strike vulnerable areas with your fists in a side-to-side motion. For example, send strikes to the groin with your hands or fists, or to the head with your elbows if the attacker is behind you. He teaches Krav Maga students to hit the groin first, in aggressive, side-to-side motions, which also makes it harder to grab the defender. “It’s more difficult to hold on to someone who is constantly wriggling than it is to hold on to someone who is static,” he said. Krav Maga students are taught to recognize when sufficient space has been created to turn and fight.

閱讀下面短文,然後按照要求寫一篇150詞左右的英語短文

Right after the Second World War, Germany was in ruins. Almost all the houses, factories and schools were destroyed. Plenty of people were homeless as well as jobless. Worse still, the supply of water and electricity was often cut off in the city. Two American journalists interviewed a German family living in the basement. The husband was disabled from the war and the wife was just dismissed from a clothing company. Worse still, there were bills for them to pay—four children to care for and food to buy. Life was hard for them at that time.

After the interview, the journalists chatted with each other on the way back to the company.

“Do you think the Germans could rebuild their homeland?”

“Absolutely.”

“But I can’t see any hope for the country at all. How can you be so certain about that?”

“Have you noticed what they put on the table in the basement? There was a vase of flowers. A nation, suffering at such moment, hasn’t forgotten about flowers. It shows that hopes are not lost. They are still able to dream. A nation with hope can create miracles. They are sure to be able to rebuild their homeland.”

Two American journalists interviewed a German family after the war. Though living a poor life, the family still placed flowers on the table, which convinced a journalist that Germans were bound to rebuild their homeland.(35W)

I agree dreams can change one’s fate, because a man who can dream will overcome any difficulties and live his dream. Take my friend Tom for example. In Senior One, he was always dreaming of joining our school basketball team. At the beginning almost everyone persuaded him out of his dream because he was no more than 1.65 meters tall. However, he didn’t lose heart. With determination, he devoted himself to practicing and became skillful. Now he is a successful player in the Team.

From my perspective, dreams play a vital part in changing my life. To realize my dream, I will focus my effort on studies. Additionally, when confronted with failure, I choose never to give up. Last but not least, developing such skills as problem-solving ability and communication skill can make for my success.
