最新報告指出 完全留守兒童或達千萬

A new report on China's "left-behind children" said that nearly 30% of rural students were left behind by both of their parents.

一份有關中國留守兒童的最新報告稱，近三成農村學生處於完全留守（父母均外出）狀態。

More than half of rural children left behind by both of their parents see their parents less than twice a year, according to the "Chinese Left-behind Children's Psychological Conditions White Paper" released by the On the Road to School, an NGO that provides financial and psychological help to left-behind children.

近日，爲留守兒童提供經濟和心理幫助的非政府組織“上學路上”發佈了《中國留守兒童心靈狀況白皮書》。白皮書顯示，一半以上的農村完全留守兒童與父母一年見面少於2次。

In a sampling of 14,868 people from 17 provincial-level regions in China, 58.1% of rural students are left behind in their hometowns, with 26.1% left by both of their parents, according to the report.

根據報告，在對國內17個省級地區14868人的抽樣調查中，58.1%的農村學生處於留守狀態，其中處於完全留守狀態的農村學生佔26.1%。

The report estimated as many as 10m rural students could have been left behind by both of their parents.

該報告估計處於完全留守狀態的農村學生可能多達1000萬。

According to an official of the Ministry of Civil Affairs, a special campaign is being carried out to keep all rural left-behind children under guardianship by the end of 2017, The Beijing News reported.

據《新京報》報道，一名民政部官員表示，一項目標是在2017年底前將所有農村留守兒童納入監護範圍的專項行動正在進行。

If the left-behind children are not under any guardianship and their migrant worker parents cannot be reached, the children would be sent to other relatives or foster institutes for temporary care, the ministry said.

民政部表示，無人監護且聯繫不上外出務工父母的留守兒童，將被送至其他親屬或寄養機構臨時照料。
