Jong Il Pays A Visit To China
North Korean dictator Kim Jong Il began a trip to neighboring China on Monday, his first in four years, though neither his country nor China said he was there.
Railroad workers in the border city of Dandong, China, described the passage of Mr. Kim's train in the predawn hours Monday. TV crews captured Mr. Kim walking with a large entourage in a hotel in Dalian, a city on China's northeast coast.
Though both the Chinese and North Korean governments are given to boisterous displays and rituals for visitors, none of that happens when Mr. Kim is involved. In each of his four previous trips to China over the past decade, no one confirmed his presence until after he returned home.
Instead, news crews, mainly from Japan and South Korea, chased his train around the country.
During his last visit, in January 2006, Mr. Kim went to two cities in southern China, Guangzhou and Shenzen, home to many foreign-owned factories. As a result, analysts speculated he might seek to copy China's model of economic liberalization. He didn't, and instead he has tried to stamp out in recent months what little market activity had blossomed in his country.
On Monday, an official at China's foreign ministry said of reports of the latest visit, 'If we have comment, we will call you. Now, we don't have such information.'
Mr. Kim refuses to fly. China's railroads were lined with police on his previous trips and were again in some places Monday. In the border city of Dandong, railroad workers were up all night to monitor passage of his train, according to the owner of a trading company there.
In 2004, an explosion ripped apart a train station and surrounding blocks in Yongchon, a North Korean town near the Chinese border, just an hour after a train carrying Mr. Kim passed through when he was returning from a trip to China.
South Korean government officials for weeks have speculated that Mr. Kim might soon make a trip, citing preparations along railroad lines monitored by satellites. There was even speculation he might take his third son, Kim Jong Eun, who is believed to be his heir apparent. But the younger Mr. Kim didn't appear to be part of the entourage in Dalian Monday afternoon, according to reports in South Korea's media.
Mr. Kim is expected to go to Beijing to meet with Chinese leaders. His regime depends heavily on economic aid from China.
