這個短語最早出現於《伊索預言》，故事的梗概是：一匹馬和一條牛正在馬廄裏吃草。這時，一條狗闖進來了，它十分霸道地要馬和牛都走開。馬和牛十分溫和地對它說：可是你是不吃草的呀!這條狗卻蠻不講理地說：我是不吃草，可是我不吃的東西也不能讓你們白吃!這樣，這條狗霸佔了盛滿稻草的馬槽，卻趕走了以草爲生的馬和牛。而它自己呢，也只能看着稻草而不能吃。
《美國韋氏大詞典》將其解釋爲：the dog who would not allow a horse or ox to eat the hay in a manger, even though he himself did not want it. 並且在這一基本意義的基礎上又將該片語引申爲：a person who selfishly withholds from others something that he himself can not use or does not need.
講到這裏，大家可能已經想到了漢語中的一個俗語：『佔着茅坑不拉屎』，兩者在語意上倒也確實十分貼近。根據具體的語境，這個短語還可以理解爲『自私自利的人』，『一毛不拔的人』等。例如：
